A persons hobbies can tell you a lot about them eg gardeners don't mind getting their hands dirty, hikers can be observant, literature, arts & crafts - creative and improvers, sports lovers understand a teams dynamics, travellers are good communicators, wildlife watchers are ideal for monotonous/ tedious work etc. You may not always be spot on but observing your team and being attentive to background rivalry (without involvement) helps. Though a manager OVERSEES a department they remain part of that team and if there is a mulfunctioning segment it affects the entire team alike though the manager is held responsible. It is paramount that the entire team understands that the manager is answerable to another as well.

you have to assign specific tasks&experts,so that they would be responsible for some special functions irrespective of what department such functions must be carried out within your area. Division of labour and specialization should be encouraged.you can give them incentive to work to increase thier manpower.
