I want to get my togue pierced and a tatoo with my mother's name with flowers so when can I go get this done and I need ask my daddy but he claims to not care but I know he do and I'm 14

When doing something as permanent as tattoos, wait until you're 18. I know it seems really important to get it done as soon as possible, but you need to wait for a number of reasons. The two main reasons being that the longer you wait the longer the tattoo will last and the longer you wait the better design idea you will have.
As for getting your tongue pierced, remember what Chris Rock said.

u r at a same age as i am but i am asking the same question to my dad he is telling me "NO" u can't have a tatoo at this age when u get to 18 then u r allowed to have a tatoo....
