In contemporary terms, the first war was Israel's independance war following the UN resolution of the two state solution. I suppose you could say either side started it; by that point it was an inevitable conflict. In short, muslims in the middle east were intent on preventing a jewish entity in their midst, while those jews were intent on creating one. How do you decide who "started it"?

You need to expand the question.
Dose "Jews" mean the state of Israel or the Jewish people?
Dose "Arabs" mean the states of Egypt,Iraq,Jordan,Lebanon, or the Arab people? And if states dose Iran count since it is not an Arab state or population? Your question is a bit too generalized.
