You can buy washable screen ink at most art supply stores, but this normal type would probably was out a lot quicker if it was on swimwear. I would advise against it because of the nature of the fabric alone, as it would probably bleed due to the gaps between the threads. You may need to get that ink that actually builds up on the surface of the fabric to make it stay. I think its professionally avoidied because it would deteriorate quickly. So technically, yes you can, but I would advise against it.

Why not experiment with fabric puff paint and put it to the salt/fresh/clorine water test? You prob. might have to change the screen's opening size though.
