Trigger Happy TV, the comedian is Dom Joly.

Edit: Aaaah yeah, I was wrong. But now I know the right answer, thanks everyone below me!

Another edit: Balls of Steel is a comedy programme that's a compilation of sketches of people/comedians doing ballsy stuff. They're more-or-less unscripted as they involved doing things with/to members of the general public. Memorable items they have on the show include:
- The hot girl who flirts with guys right in front of their girlfriends.
- A guy dressed up as the devil causing mayhem in a Smart car.
- A "black panther" type guy making people feel really uncomfortable by acting offended at anything they say and twisting it as if they had meant something racist.
- The girl who seems hot when she meets a random guy but then pretends to have something wrong with her and sees if they try to ditch her or not.
- A guy (called "big gay following" I think) who follows guys really closely and, when they confront him, asks if they fancy a bum.

It sounds like something Monty Python would do, but I don't recall ever actually seeing it.
