I've always heard that you should use distilled water, versus other types such as tap water. I do know that during the distilling process, the agents that cause rust, i.e. trace particles of carbon and charcoal are heavier than air and are left behind from the distilling process (steaming). This allows the distilled water to stay in contact with the stainless steel in the iron without rusting.
I have no idea what the water spot on the clothes is, but going over it with the iron should dry the spot. If it leaves a spot, maybe it is made of calcium or something else from hard water previously used. You could try cleaing the iron by using distilled water with vinegar added. Let it heat, try ironing a rag, and press the steam button many times to process the mixture throughout the iron. Then rinse the iron and let it dry.
Then, start using distilled exclusively; should make a vast difference.

ALWAYS USE DISTILLED WATER! Make sure your iron is hot before using, if it isn't, that will make the water leak out. Check the setting. To use the steam, you have to have the setting of the heat were it says steam. To check the heat of the iron, tap it with the back of your hand quickly. To CLean the iron, get a green scratch pad and let the iron get really hot. Put a towel under the green pad and iron it gently. THEN get a piece of wax paper and run the iron over it. That will make the iron not stick to clothes. If you do all this and it still leaks, time to get a new one.

I don't think it matters what kind of water you are using. I use tap water. Are you letting the water in the iron heat long enough is the question. Make sure you aren't putting too much water in your iron causing the excess water to come out onto the clothes when you start to iron and before you put the iron down onto the clothes try it on the ironing board first to see if the excess water is going to come out before starting to iron your clothes. If this doesn't help maybe you do need a new iron. Good Luck.

Distilled only. Tap water will leave hard water deposits and ruin your iron or leave little white things every time you iron.

They say distilled because the water that comes out of our pipes has iron in it which will eventually leave your clothes dingy. also will make that rusty looking places on your iron. mineral deposits I guess you could say.
