why HIV virus goes to the dormancy period , can we kill that virus that stage only?

No, because HIV inserts a copy of it's genome into the host cell, which in this case are T cells, an important part of your immune system. In order to kill the virus we have to kill the cell, and getting rid of your immune system defeats the purpose.
