I wouldn't. It will peel. Lycra is really stretchy and if it is going to be in chlorinated water the plastic/ acrylic of your ink will deteriorate. Not a good idea.

Yes, you can (go and check out the girls swimwear department, you will surely find a swimsuit with a Brats doll printed on).

Have it professionally done, and ask that they use plastisol ink. If you're worried about the print being affected by chlorine, you can have the print tested to see that it will stay put.
