I have good skills with Excel, Access, VBA and VB. I would like to build a website that will enable users to log in and enter data which will be saved in an ms access database over the web. I have some experience writing raw HTML code but am basically a novice when it comes to web site building. What is the best tool/package I should learn in order to deploy this type of application on the Web.

Many people prefer to use PHP for web site development.
But since you want to work in VB with Access database, i recommend developing in asp.net.
Asp.net allows you to code in VB.net or C#. You might need a little time to switch from VB to VB.Net, but if you're experienced in VB that shouldn't be much problem.
You'll need to install microsoft dot net framework. You'll be using IIS as the server. IIS comes with the XP installation CD, but not necessarily installed at the beginning. You might need to install it from "add/remove windows component" from control panel, add/remove programs.

Coldfusion, Dreamweaver, Frontpage. Afaik all of them have templates you may throw concepts at and not in any respect hassle about doing the actual artwork required to get an internet site of the floor.

just ms visual stdio .net 2005 + MSDN
install this pakage be sure checked tools SDK for installing
you can learn about .net programming with more sdk sample and try into vs 2005.net
