first of all cpu
make sure its somethin good, like core2duo
hard disk make sure it is minimum 5400 rpm
others are very slow
ram- minimun 512mb ram
graphic card is imp aswell, these may have memory shared or dedicated memory.
shared means that they use the ram of the pc(can slow down the laptop a lot when under heavy load)
I suggest to try to find one with dedicated memory.
about price, what i suggest is not try to go for the most budget laptop, on laptops u have to spend a little more than budget or otherwise it wouldnt support the load of upcoming programs and might become absolete in weeks

You would get laptops for the Price you wish to spend. So a sleek high configuration laptop would cost you in lakh + where as you can get a reliable work horse for as low as 32000.
So if you ask me the properties of a good laptop would be
1. Good Battery Life
2. Good Screen Resolution
3. Shouldnt Heat Up when used for long hours
4. Should be built to last long.
