Dr. Who will be back in April time in the UK (Like it was last year) probably starting at Easter.
Torchwood I'm not so sure about, but I would imagine if it gets renewed it will start about the same time the 1st seasons started.

Torchwood, I only know has been re-newed for another series at least, i think theyve started filming, but when its on our screens i dont know, but keep an eye out for it.
