is your skirt buckled, belted or zipped?
If you want to remove the stain, try bleaching it, or napisan. You will need to soak it for awhile.

It's fabric paint, it was meant to stay on fabric! Go get the paint, and paint an abstract design on your skirt

I have found a wonderful way to clean stains from my whites. I take a gallon jar fill it with 1 cup cascade diswasher powder, 1 cup clorox bleach and fill it the remaining way with water. I then soak my whites in it for a few hours prior to washing. So far this method hasn't failed me.
