its full name is c compiler I guess
i want it for writing c programs

As far as I know, the C compiler comes with Microsoft's C+ program (or Delphi has one too). I don't recall ever seeing a standalone compiler. Thats the meat and pototatoes of the program and I dont think they give it away anywhere, except bootleg, but I dont know of any sites.
