I agree with the previous answers, he obviously lacks a strong role model and might be stealing to get some kind of attention from the grown-ups, to be scolded for doing something wrong. This is your chance to talk to him about what he's going through. If you don't, he may just get the feeling that no-one cares about him and turn to misdeeds as an outlet for whatever confusion and abandonment he feels.
Talk to him if you are in a position to do so. If not, ask his grandparents or any other relatives that he is close to, or contact his teachers at school. Let him know that he does matter and that he is loved.

In many similar cases, when a young child is abandoned by who they see as their mother/father/gaurdian, They will usually develop a quicer sense of maturity and responsibilty for their own living. However, at 10 years old, he will feel that most people treat him as a child(which they do) and don't take them seriously(Which they also do). So he feels that even if he wants something, he must take it without asking anyone for it.
Talk to the child as you would to a young adult, hear his views, and also his schoolmates might have had an effect (Insults, ridicules). Just let him know that there ARE better ways to get what he wants.
Tell him, It's not as easy but it's the right way.

Children and adults of all ages can steal from good or bad backgrounds. We all have hard lives. Do you have a personal relationship with this child? His grandparents? Do step in and try to help. You know this will only get worse if it's not addressed.
This boy doesn't need Juvenile Court in his life, OR foster parents. Do what you can do now.
Your concern is admirable.

Lack of parental guidance and affection makes children spoil. This has got to do with his friends and companions too ! But child heart is plastic and moldable. They immediately copy and immitate what they see around them. What is most important is not refraining /scolding them at the first time they steal anything. If they are being caught and counselled properly then probably children would not dare to do so! If that young boy is being taught on good principles and cared properly then he can be certainly be a good citizen...no doubt !

That may have had some impact, but you must get it through his head that it is unacceptable to steal. Just because you had it hard doesn't mean you have to steal. That is not an excuse.

anonymously contact the sheriff office and report him. He must learn there are consequences for his actions. If he dosn`t learn at a young age he will not fit into society when he is older.
