My boss would replace me if I took a 2 year vacation.

I can't say they should be replaced, but the proper thing to do is to step down in the election prior. The same goes for Senate. If you look at the votes cast by any Representative or Senator running for national office, it is disgraceful how many No Votes are cast (and even when they are there, they seem to stay away from controversial votes).

But, if they aren't in office, then their campaign travels are not paid for by the taxpayers, so there is no incentive for them to leave.

Not at this point in the game. I would say if they win the nomination of their party, then yes, they should step down as Senator/Representative/Governor/what-ever-office. They are not going to be very productive in the office they currently hold, so it would make sense to step down and have it filled with someone else.
