It's a common phrase/rule, there are some words in the english language that don't use the standard vowels (A,E,I,O and U) however in all the words that contain no vowels, there is a Y in the letter examples are (Cry, Fly and Rhythm). It's just a general rule that Y can also be a vowel in some instances.

Sometimes like in the word "Year", it is a consonant. Other times, when it is used in other words, it is a vowel. It depends on the word.

Yes - because sometimes "y" functions as a consonant, as in the word "yellow." Other times, it functions as a vowel, as in "quickly."

because there is y as in fly but there is also y as in yet. So there is a vowel sound in fly but not in yet. It depends on how the word sounds when you say it.
