It's best to use bootable software to do it.

First thing, a formatted part of a hard drive is called a partition.
You can reformat a partition on a hardrive, but if the harddrive has only one partition, you will lose everything, including windows.
It is not neccissary to reformat to reinstall windows.
If you get a windows CD, you can do either. Its simple and the CD walks you through it.
Make sure you have a valid windows key first.
