That would be light refraction. I don't know if it's actually a law, though. Just a property of light as it slows down through transparent objects.

look up LENES law on optics. It is the one eyeglasses, cameras lens and telescopes are based on.

correction what I remembered as Lenes Law is part of the bigger Snell's law on optics
