Why is it that when someone is in a queue at the supermarket with a couple of items and the person with a full trolley load in front offers the person with a couple of items the chance to be served first, the response from the person with a couple of items is 'Are you sure?'? Surely if the person with the trolley is not sure, he/she would not have offered!

Next time you offer to let someone go in front and he/she asks 'Are you sure?', say 'Acutally, no. I was just kidding!' and that'll teach him/her not to ask next time!

I normally elbow them out of the way before they have a chance to offer in the first place.

I fail to see why you would take exception to somebody saying "are you sure?" in that situation. It is perfectly polite and would probably be followed by "thank you", if you said yes.
From your question I don't think you would be offering in the first place. lol.

It's shock at someone showing thoughtfulness. Saying 'Are you sure?' is confirmation that you heard them right. 'Only kidding' will just confuse them, not teach them, as you put it, and make you look silly.

I think it's rather like when someone bumps into us we tend to apologise to them. Misplaced manners perhaps?

I think 'Are you sure' is the only polite thing to say.

in my opinion when someone says 'are you sure' its basically saying 'are you sure you dont mind' but in short.
