You want to Stream Audio or You want to write a program for a Streaming Server.

If you want to stream audio i can answer your question but i am not that familiar with Programming.

I have tested 3 solutions for Audio Streaming which are very simple and needs very less installation and configurations.

1. Winamp using southcaste plugin
2. Real Flex Server ( has changed used it almost 3 years back)
3. VLC Player

If you have Winamp installed on your computer you can download southcaste broadcaste plugin and broadcaste what ever is playing on your Winamp to all the users in your LAN.

You can given the url as your IPaddress:Port Number which can be configured in the Plugin.
