I've seen people swimming in lakes in May and June when the water is in the 50's or low 60's. And they don't seem to feel the cold!

Not really, but any human body will adjust to living in a colder climate. For example, over time their blood will actually become thicker than that of someone who lives in a warmer clime. Ever travelled somewhere when the temperature is warmer or colder than the place you came from? It may feel shockingly cold or hot to you, but the people who live there will have already acclimatized to it.
Going back to your question, it is likely that the activity of swimming helped keep them feeling warmer. It does get your muscles working, and when you use those mitochondria, heat is released. Why do you think they call it burning calories?
Also, they may have been having too much fun to admit to the chill, like kids do when they have blue lips and are shivering like crazy but refuse to get out of the water. And as a Canadian myself, yes, there is probably a little bit of national pride in being so tough against the cold playing into a decision to jump into frigid water too!

Of course not, they are just used to the colder weather. After the first minute or 2 your body gets used to the cold water.
