In my experience finding good candidates for a given position is a lengthy process. Several interviews with multiple levels of staff. Time is the best judge of a persons work ethic and character.

Don't base on qualification! I think better to set a test or design some technical problems to ask the candidate. Besides knowledge, I think candidate's personality is also important, if he/she cannot get along well with other staff, then it will cause a big problem or may be his/ her EQ is v. low, then may make your customer complain about your service.

You can blindly take a recruit who is raw with just 1st class marks in the academics, but possessing extraordinary logic and creativity with an ear for the needs of society, especially the clients and showing inquisitiveness for what is happening around in the allied areas, including that of competitors businesses, not minding pay issue differentials, of course. There is your candidate.My fee please.
