I faced it in the novel "Vernon God Little"by DBC Pierre, every street have one of this, out of people house. I only know from the text that it pumps.

I found the explantion of it but I don't know what is it used for?

They had two such systems which used oil pump-jacks. One was to pump heating oil to the houses from the oil tank located under ground on the block.
The other system that used a smaller version was used to pump oil to the street lamps of the time. Used oil in street lamps back then. The light tender used the pump-jacks to fill the streets with oil and get them filled during the night. Saved a lot of labor cost by reducing the number of men needed to keep street lamps burning.

I don't even know nor find what a "pumpjack" is, but for sure I would not like to be called one ...
Now if you mean : Pump Jack
