ok since its not known whether this is a new problem or mouse then you can try this if nothing else works. reboot the PC and from boot up tap the F8 key to go into safe mode. if the mouse is erratic in safe mode then it definitely is some hardware problem with the mouse and you will need to buy a new mouse probably. if it doesnt happen in safe mode then its a software problem i.e. you have just downloaded or installed (possibly) some SW that is causing interferance with the SW for the mouse. any version of windows you have to right click on the my computer icon and go down to properties and left click. any version of windows prior to XP you will see a device manager tab, in XP you have to go to hardware and left click then click on the device manager button. once there check to see if mouse is listed and maker sure there arre no ? or ! points by it and its not listed twice. ? or ! richt click the device and choose update driver or go to properties for the device and update driver. if just listed once or listed twice then you need to choose uninstall for the device or both devices. this WILL DISABLE your mouse so you will have to use the KB to shutdown or just hard shutdown the PC. turn it back on and reboot normally and the problem should correct itself.

Right:
Wireless mouse, all varieties:
Check the batterise are charged/new and move the base station to somewhere different, might be having trouble with the signal.
Wired/wireless Optical mouse:
If it's a cheap crap mouse then there is your problem. If not then clean the optical sensor with an aftershave-damped cotton bud to remove any residual crud.
Wired/wireless ball mouse:
Take out the ball and clean all three of the little rollers (Usually 2 black and one white) of all the crud on them, you may need to do this with something solid as it can get pretty built up, but the rollers should be the same diameter all the way along.
If the above doesnt work then get a new mouse, if you need a steady pointer go for something by Logitech or Microsoft. IF you need it REALLY steady then wired is the only way to go, avoid wireless.

If it is a laser mouse, I had this same problem at work, usually related to the way the old eye sensors see the surface. You could try cleanign it, but for $10 you can find a decent one that works perfect. If it a mouse that uses a ball, i would recommend trashing it :)

If your using an optical mouse, make sure your using it on a matt surface. I had a similar problem because the table top was shiny, as soon as i put the mouse on a piece of cardboard it stopped.

OK
If the mouse if going way too fast then go to your control panel then click printers and other hardware then click mouse then click pointer options at the top of the window and change the mouse pointer speed!
Its as simple as that!
