I'm guessing that "Shilpa" is a celebrity of some note, and from the rest of your question, I'm guessing she was on some sort of "reality" TV show. I mention this simply because it will help you to understand my perspective:
Celebrities -- and, perhaps more importantly, people that aspire to celebrity -- often have their garments altered (tailored-to-fit), and even small adjustments in that regard can profoundly influence the appearance of the garments.
My guess is that she was wearing something that (in its basic form) is available "off the rack" at your local clothing store: the fabulous appearance happened because of the way the garment was modified.
