Find a friend or neighbor or someone who speaks the language perfectly and who is also willing to be your chat buddy with whom you can meet every other day at a park or cafe and have an interactive conversation. Conversing is the best way to improve your English because you'll be able to hear the sound of each word and repeat it until you've mastered the language to a t.

Watching English-language TV and movies may help, as well as talking to people in English a lot. If the sounds of the language are hard for you, reading English-language books, stories, or poems out loud may also help. You might need to spend 30-60 minutes per day working on this if you want to see real progress.

Is English a second or third language and do you live in a non-English speaking country?
If you live in an English speaking country... easy go out and practice it by joining a club or something because in that environment you will be discussing a broader variety of things than just going to the supermarket etc with people. If you live in non-english speaking country then its harder but there would be native English speakers who work there or people who have studied overseas. I suggest that you try to find a nice reasonable person from an English speakig country and tell them that you are trying to improve your English and ask them if they could help you by going to lunch or something so that you could practice on them. You may have to pay for the lunch but many poeple would volunteer to help and pay for their own. Failing that look for Student who studied overseas, get friendly with them and ask them to help you with your English. The final two options would be to find a club, group or organisation that has a link to English speaking people and get into that group for exposure and practice. Places to look may be a supporters club for a sports person/team from English speaking country, look for work in cafes/hotels etc that cater for overseas tourists, charity organisations particularly ones with overseas staff. If you can identify a group where there are native english speakers then join them so that you can hear the language and also practice on them as this will give a broader exposure to the Language. As a last resort you could try one of those organisations that get people international penfriends and ask for an English speaking penfriend as some people do use that as a means of improving their language skills- perhaps ask them if they could send audio CDs etc instead of letters and you respond in the same manner. It really is a matter of practice but the problem is to find someone to practice on.

That depends. If you are a non-native speaker of English, I would suggest that you get the Rosetta Stone and work with it. It is a great program. Another great method, whether you are a native speaker or not, is to read with tapes or CDs so that you can hear the intonation, pornunciation, etc as you read.

i agree with one of the guys who gave you an answer by sharpeneing you r vocabulary background first so you can use them while you speak. of course it is important to learn when and why they are used. a great exercise is to choose any topic, think about it for a minute and write down brief notes of what you're gonna talk about then time yourself to talk about it for 2 minutes. i know it's hard at first but when you do it more than once you'll see how ggod you've become. you can either do this on your own and tape record yourself or (prefferably!) with another person.

Grab a dictionary and learn "X" amount of words a week. New words that you do not hear that often, learn their meanings and everything about them. You will begin to learn to use them in your everyday vocabulary and be amazed at the people whom you will impress.

Talk a lot, with neighbors, friends, colleagues, hawkers, anyone and everyone, read loudly to yourself, so that you can hear what you are reading and this will help you to know when you say something wrong to someone.

try to listen to good speakers either in person or over the radio,
read to improve vocabulary ,then practise speaking ,keeping in mind pronunciation, expression and diction.
