Depends on the car.
Sometimes it isn't anything more than replacing spark-plugs and air & fuel filters. Other times, these are changed, as well as adjustments of valves, ignition timing, carburetor adjustments etc.

Oops. Actually, now that I think about it, it was P.M.C.S. in the Army (preventive maintenance checks and service)

Basicaly it just means checking all the little things like belt tension, coolant level and condition, washer fluid level, exhaust system visual inspection and stuff like that.
