In a word, Maybe.
A tubed tire requires that the tube be removed and a patch applied to the puncture.
A tubeless tire SHOULD be repaired in the same manner. The tire should be removed and the inner liner should be cleaned and a patch applied to the inside, the tire re-mounted and inflated.
BUT— Some people insist they can repair the tire just as effectively by inserting a plug into the puncture.
This can be an effective repair, but I wouldn't want to trust my life to a cheap tire repair.
MOST of the time, it is indeed effective. BUT there are those time when contamination, carelessness or poor quality materials could cause a repair to fail.

No. In a tube type tire, the tire itself need not be repaired; you just apply a patch to the tube. Tubeless tires are repaired by applying a plug or a patch to the inside of the tire.

No, it's not. For a tubeless tire, you fix the tire itseft, otherwise - the tube. But I suggest you let professionals do that...

agree with iron a plug (shoestring type)will work for awhile then leak, for a permenant fix you need to unseat it and pull the plug from the inside it also has a patch area on the end for the inside too.
