If you are talking about a normal dialup connection you cant do anything more than disabling Images, Sounds and Videos.

You can open Internet Explorer Go to Tools > Internet Options > Advanced and uncheck the following so save some bandwidth.

1. Automatically Check for Internet Explorer Updates.
2. Enable offline items to be synchronized on a schedule.
3. Play Animations in webpages.
4. Play Sounds in webpages.
5. Play Videos in webpages.
6. Show Pictures.

unchecking the above would save some bandwidth

You should also make sure that Automatic Updates for Windows and some applications like Adobe Acrobat Reader are disabled.

Enabling caching would save some bandwidth. When you request a page which you have visited few minutes or hours back the web browser would check if the page has changed since the last time you have visited the site. If not it will bring the page from your harddisk instead of getting it from the internet.

If you have enough hard disk space you can increase the space to be utilized for you webcache by going to Tools > Internet options > Settings.

And in check for newer version to never.

use a web browser that supports, http 1.1
and configure it that no display images.

there is no another way.
