I'm assuming you are referring to diamagnetic properties of most objects and water is one of them. Diamagnetism is magnetism that is only present when applied to an external magnetic field .With a strong enough magnetic field most object will react to it even though they are not metallic or magnetic. The most famous levitation of a object is a frog that was used in a magnetic field generating system which had the power many folds greater then the earth.

There is giant magnet in the atmosphere that pulls gravity from earth to create this atmosphere.
