I have a lot of wood chip, mulch and vacant land. Can i just store the wood chip and much in an open air invironment. If so! what is the expected time before the wood chip will decompose? Or is there one particular way of storing wood chip and mulch wich would give it a longer period of time before decomposing?

Trying to keep your wood chips from decomposing into mulch involves keeping them in a dry protected storage area. Can remain, relatively, as they are for years. Wood product type bins are the best to store them. Leaving them out in the open on your land - they will break down rather quickly if there is a lot of rain in your area.
Assuming you want to create compost - then would just place the chips in piles. Tractor through them from time to time. Within 6-9 months they should be broken down enough to till under or move and use elsewhere. Can speed up the process by placing in metal containers, keeping chips moist and rotating contents around to evenly distribute the contents/bacteria (which actually decompose the matter in the containers or the piles).
