The St. Mathew's Nursery School is having their first feeding program on February 1, 2007.
Most of the kids in our nursery belongs to middle class family hence parents cannot afford extra expenses for their children's other activities.

That's soliciting public sponsorship.
First, get the 'hook' of it. Find out the main objective(s) of the feeding program and aligh or realign it to whatever mandate of the City Council.
Second, provide details why the school is the chosen venue for the feeding program. Why not in a public area, is the school shouldering some of the expenses, is the PTA participating/counterparting in the program and others details to strengthen your request.
Third, cite any reason you can think of (or base on any law) how the requested sponsorship will be beneficial to the City Council or how the assistance will prove beneficial to the individual City Councilor.
Fourth, indicate your willingness to receive any form of assistance (unless you ask for specific form) and tell the prospective sponsor that it will contribute a great deal to the success of the program.
Fifth, find out if the target City Councilor is generous enough. You might be writing to somebody who hate kids or who has different priorities/platform. That information could help in determining who is the 'real' sponsor and avoid the run around from referrals.
Lastly, tease the sponsor. Tell him how the school, parents, guardians and students like him. If he decides to participate, send him an invitation to do the honor of speaking in the program. Elected officials can't refuse this opportunity to be in a comdev affair where they can be seen helping people.
