Get an AEM CAI. Supposedly they're CARB legal so you wont have any problems with emissions. What I would do is stick a K&N filter at the end of it.

AEM recently came out with a new paper cone filter. (Worth checking out!) AEM claims you'll NEVER HAVE TO OIL YOUR FILTER AGAIN!
- Element is cleanable and is guaranteed for the life of your vehicle
- DRYFLOW air filter will NOT void your vehicle’s warranty
- Delivers 99.4% cumulative filtration efficiency, based on independent SAE J276 JUN93 Fine Dust Air Cleaner Test Code procedures
K&N is still a very reputable company and reliable filter.
Injen would probably be last on my list.
But my personal choice would still be the HKS Super Power Flow Filter! Still a classic and very durable!

In my opinion they are all the same but what is important is the filter you get.
