"Bothered folk, son, outside, Bothered folk are quick to judge."
Vernon, the main character, is wrongly involved in a criminal affair, that is, his classmates' massacre, just because he was the closest friend of the murderer. Here the sheriff interviews him and starts his questions by this.

My dear friend, I have not read this author, however, I would like to take a stab at what Vernon means by this. "Bothered folk" are people who aren't at peace, that have no sense of calm...in other words, they are angry. The people that he is talking about, are the ones that are outside of the room, or situation that he is questioning Vernon about. These people, due to their own lack of logic or reasoning ability, will be quick to judge him guilty, whereas the sheriff is willing to believe that he is innocent for the moment and may even recognize that he did not commit the crime.

I'm fairly certain that "Bothered Folk" are the people not at peace with themselves or their own lives, so they DO judge, meddle and gossip about others. They especially like to pick at people who are at peace in themselves. You know, they're the "one in every crowd" kind of person.....
