Can I check my mail by accesing Outlook Express via a VB Script or a C++/Pascal Program?Thanks

Outlook and other mail client programs are written using languages such as VB and C++ or c#. So the answer is yes. You need to know te SMTP protocals and the mail server requirements for logging in as a mail user and write your program to properly send those.
