For setting up a Website you need 3 things.
1. Domain Name
2. Webspace to host your website
3. Website Design Skills.
For the Domain Name you can buy domain names from Rediff.com and other sites for as low as 400 INR per year Or you can go with free subdomains like yourname.geocities.com etc.
Go to google.com and type free domain names and u will get thousand of sites which offer free domain names. But when you go for free Domain names you will have banners placed on your webpages for offering the free domain.
For the Webspace there are many free and paid service providers. The Paid ones offer ad-free hosting space where as the free ones are supported by ads.
You can use google.com to find some good webspace service providers.
And finally to host your website you need a designed site. You can learn basic HTML in 2-3 days and design a basic site.
Or download free templates from internet customize them and upload ur site.
There are many sitebuilders available. You give ur details and select a template and the rest is done by software.

dude go to frih.net and do 5 postings in their forums to get a hosting account for free. it incudes 250mb space , mysql(unlimited), ftp(unlimited) and 10 gb of monthly bandwidth with php and perl support.

For me, rather than pay someone to design my web site, I use a photo sharing site/web hosting site and purchased a domain name and use domain forwarding.
I have enough control to "design" my page/albums and it also works for my business.
