A girl of 13 yrs stares at me & tries to grab my attention,i like her & im confused if its love or infatuation

she keeps looking at me when im around her home.
she stands or sits in a position where she can look me.
while im not looking at her she waits for me to look & when i look at her she makes a eye contact and goes.
she waits at her door when im around looking at me
she turns back to see me when she is going somewhere on her
father's vehicle.
shall i propose her,or ill make a fool of myself.how to know she loves me and how to propose her.
