my question is that what are the requirements to obtain a project in oracle aplications or any other software projects on a medium
scale.

I did it this way. I talked to severel businesses about making software for them. Most businesses refused but one said he would take the software if I made it for free. I was so desperate I agreed. I worked for him and kept asking other businesses for work. Finally one business said "What have you done?" I informed him about the earlier software (which I had made for free). The new business gave me an order at full price. Would you like to try this method?

You mean how to do business?. It is almost impossible for small companies to survive in the middle of big giants like TCS, Infosys etc.
