My remit $!00.00 over through Western Union and after they comunicate and acknowlege receipt of this amount, say its not enough , my friend could not contact them at the previous address any longer.

Scam, heck this is an old one...If your friend is a moron then tell him to send the money...He will lose the 300 dollars....

No. First of all your friend didn't enter any contest. Do you really think somewhere in Africa there is a database with everybody's name? It is a scam of course. If you win something they don't ask for anything back. Do you think these people are willing to give your friend $50,000, but aren't willing to pay for $300 fee?
They probably provide a website. Check it out to convince yourself it is a scam.

NO! This is a scam. Don't do it, or your friend will be out of $300 and get nothing in return. If it really were a prize, they wouldn't be charging anything. And make sure your friend didn't give out any personal information such as bank account information or social security information. If they did, then they need to act immediately and notify the bank for fraud alert.

I have a sneaking suspicion the letter came from Nigeria -- famous for such SCAMS.
Ask them to send the US$50,000 minus the US$300. Do not give any personal information to them. I bet your friend will not hear from them again.

NO!!!!!! My grandpa get those E-mails ALL the time and they said he won over 3 million dollars but he just needs to send over about 25 thousand to receive it and they will even mail you Fake checks to. Tell your friend it is a HUGE SCAM.

It's one of the most common scams going right now. Usually it comes via email, but from what you said, obviously, they use snail mail as well. It is fraud ... and since they used the US mail you need to take the letter to the post office. It is a Federal crime to use the USPS for fraud.

Tell your friend to report the letter to the post office and do not send those people any money. They'll tell your friend they need his/her bank info to deposit the money and they will clean out the account.If you are in the USA it is illegal for American citizens to play in foreign lotteries.
