A bubble level is a device that you place against a horizontal or vertical object and it allows you to see if that object is level.
This level has a glass window and a little tube filled with liquid. Also in the tube is a small bubble. If you tilt the level up on one side, the bubble immediately floats up to that side. So if it is exactly in the middle that means the level is exactly level, which means whatever the level is against is level.
In the small tube there are two up and down marks in the exact center that are the width of the bubble. If the level is almost level, the bubble will drift slightly left or right and one of the lines will cut through the bubble. This way you know which direction to tab the board or object to get it perfectly level.
So the term half-bubble off level is a slang term that means the individual to whom you are referring is not on the level, or slightly crooked. It is a way to refer to people that cannot be trusted and who will probably steal a dollar you leave on your dresser.
It could also refer to a person who is slightly odd. Perhaps this is a psychotic issue or they are just "quirky", but people generally do not associate well with them because of the fear of being embarrassed by their actions or statements.

A level is a tool. It's a bar of metal that has a small tube inside, visible through a cut-out space. The tube contains a bit of liquid and an air bubble. When you sit the level on top of something, the location of the bubble tells you how level the thing is.
So if you put the level on a picture frame and the bubble is half-way out of its spot (marked by lines on the tube) it's a half-bubble off level.

I think it has to do with a carpenter's level where you have a little bubble suspended in water in a slightly curved tube.
When the bubble is betwee two lines, then the level is level to the earth. A "half-bubble off" literally means the bubble is not centered BETWEEN the lines, but half of the bubble is outside the lines.
Figuratively it just means "a bit off" in some context.

A level is a tool to check to see if something is level.
In the center of a level is an inch or so of fluid, with a center line. This liquid moves back and forth as you level out the item (like a stone wall.... hanging a picture on the wall, etc.)
A half bubble off level refers to the bubble not quite centered, or "off level."
The phrase is used about persons who act in questionable ways, like "He was a half-bubble off level."

Off center, out of balance...On a Level, the bubble is in the center. If the bubble goes out of the middle, it is off center. hope that helps

if you consider the statement "Fred is one half a bubble off level," you are stating that Fred it not quiet all there when it comes to brains.
Other statements that are similar are:
1. one card short of a deck
2. one brick short of a hod
3 one can short of a six pack
They all have the same meaning and there are hundreds of such statements.
