Well, i don't have much money and i'm just sick of my routine and my neighborhood. so........
What's the best city to move on to start all over again, when you like jazz and rock music, appreciate any kind of art, and you just want to enjoy the little things of life...???

Well, the best place to start over in is New York. People are constantly re-inventing themselves there. But, as you don't have much money you could always move there, check into one of those scary singles hotels, look for a job, and then move to someplace better.
I also lived for awhile in Charleston, SC. Very charming, laid back, and has all sorts of fun things to do. It all depends on the pace you want.

Try a Midwestern state or the south.
