Waves are caused by the wind. Tide is caused by the moon.

So when the wind is blowing strongly, you would expect to have heavier waves. "Wavy accompanied by a strong wind" sounds as though the conditions are deteriorating on the ocean, but they are not impossible. "Wavy" seems to be a lesser word than "crashing waves" or "towering mountains of water". There is no question but that there is a good strong wind blowing and it is starting to whip up a turbulent sea.
