It should be written in the policy that it is the responsibility of the individual worker to comply with the ethics policy.

Part of the policy should detail methods for reporting ethical violations of co-workers to supervisors, and establish protocols for reporting violations of supervisors and management.

Failure to adopt codes can result in corporate malfesence which can get the company into a lot of trouble within the eyes of the SEC or the law.
