I have all the designer programs psp 9 and cs2

It is very simple. This work has been done by Photoshop and is created from different layers. Changing opacity for some layers and using the history eraser for the others while keeping the focus on the background image.
It's going to take alot if I would tell the steps one by one. Just use your inovation 'cause these projects require an imaginative and inovative mind not an imitator. Beleive me you'll do better than this.

Not sure what your level of experience is with photoshop but there are a number of ways to do anything. Looks like that was done using either selection feathering, or layer masks for the transparency, and maybe some layer effects, or lighting effects for the light specs.

Photoshop can create an image like that. It is ONLY an image file displayed so any really good image editing software can help you create it.
