Although Water has been gaining only recently some traction, I'm betting on Pan's Labyrinth. The film is literally the best rated film of all of 2006 on Metacritic and, if not for the Spanish-speaking characters, would have been an easy fit for Best Picture nominee.
Had Letters from Iwo Jima been considered a foreign film as the Golden Globes had recognized it, then I think that would have won. But since the Academy knows better and knows that the film had mostly American financing, then Pan's Labyrinth seems all but obvious.
Especially since the film is the closest thing we've come to Lord of the Rings, that's actually good, since Return of the King won Best Picture, I'm sure the AMPAS is itching to give another fantasy epic a big award. Also, look at how many nominations the film has. If that doesn't scream 'Winner!' for Foreign Film, then I don't know what does.

I am hoping it will be "Pan's Labyrinth". The movie was great despite it's graphics. If you haven't seenit I suggest that you do, also it is not for children and definitly not for those who are squeamish at the sight of blood.
