I have been trying to solve this question for a long time.
When I drive on the Dan Ryan through Chicago, I often see
tennis shoes hanging from the electric lines near the
housing projects. What is the significance of that?
Is it a message of some kind?

They are thrown up there as pranks.

I don't know about Chicago, but in Philly, kids throw their sneakers over the telephone lines at the end of the school year to celebrate going to another grade. It has been going on since I was a child. Usually it was no loss since the sneakers were worn out by then and the wearer was expected to have larger feet the next year.

No Significance.Some kids stole some other kids shoes & threw them up there. It used to happen to me all the time.
