Because it's considered income and in America, we have to pay income taxes. We even have to pay taxes on inheritance, even though the taxes were already paid for on what we inherited before we inherited it!. Just another way for the government to make money.
Advice: If you win the lottery (and I mean the BIG lottery...$1 million plus), always opt for the payments instead of cashing out. You'll end up paying less taxes and you won't blow all of your money in a short period of time.

Not sure about Canada, but in France, you DO pay the taxes, you just don't know it.
For instance, when the jackpot is advertised at say 100Millions in the US, the same one would be advertised at 45Millions in France because they have already deducted the taxes from it.
It's just a matter of how you present the facts.
I surmise that this is quite similar in Canada...

If he legally performed the lotto in the rustic, while he's a Canadian citizen, then definite he will pay u . s . a . taxes and in all probability even some variety of Canadian tax for bringing the winnings over to canada

Yeah, you pay taxes. I would gladly pay taxes if I won the lottery. If anyone had a problem with that, just give it back.
