There are lots of reasons for this, but I think two main ones.
First: the government can't -- and in fact shouldn't -- solve everything. Generally speaking, anything government run is terribly inefficient.
Second: there are hundreds of governments representing billions of people who can't agree on anything. Just look at the question and answers in this forum alone: rarely do you get two of the same opinion.

Nations are defined by borders that are protected by whatever government seems to be in power. Much of Africa's borders were established by European colonialist powers for their own wants and have nothing to do with the needs of the natives. The disagreements on territories is a point of contention for many people whether it's immigration, holy lands, natural resources, i.e. oil. Nations have war in order to fight for more territories, redefine their borders. Within their own nation, it's nationalism. Outside it's colonialism/imperialism. Governments support this as the more territory, the more power for them. So, no, not everyone wants world peace. Some people just want a larger piece of the pie.

People don't seem to care that the U.S. government hands out generous contracts to the defense industry and supports the proliferation of nuclear weapons.
Much of the American budget is spent on aligning different units of the military together and advanced aircraft, which may have some use, but a lot of it is wasted on pointless missions, illegal invasions, excessive forces, nuclear weapons, arms sold and shipped to other countries, etc.
The oil industry also benefits from the military-indsutrial complex as well as foreign firms and other multinational corporations. This desire for the 'Roman Empire' is fruitless, colonialist, expensive, counterproductive, destructive and with Bush in power, anti-Arab and aggressive.

Because people are generally weak, self absorbed and apathetic.
