It means that you need to be good at using a computer. You can be given tasks to preform on a computer and with little or no help, you can quickly perform the assigned task. They can't ask if you are a "computer geek", but the can ask if you are "proficient".

Do you know what a website is?
Do you know what email means?
Do you know what a program is?
Remember all the things you didn't know about before you used a computer?
Other than that, the other things, like Word, Excel, Power point are pretty standard in the buisness environment.
