first, we're defining technology as electronics, ie. computer, applications, connection speeds, handheld devices, machines?
if the technology is up to date and relevant to the worker's job, then it can be a positive effect. also, if the worker is TRAINED to use the technology for their job, that increases productivity in a big way. the number of technologies available to each worker is a factor - if each worker has their own set of tools, then they can efficiently work.
if you take the opposites - worker is not trained on how to use the tools they have, then they have to self-teach, which takes longer. chances are they will have to take another employee from their work to teach them. that takes TWO otherwise able employees to do the work of one. also, if there are not enough tools (where people are sharing computers, or if they continuously break down and need repairs) then that slows up productivity.
when talking about the actual worker, either aspect mentioned above can affect the morale of the worker. this can affect how much or how little they like their job and furthermore, whether they want to personally invest themselves in the job or just not care anymore. if the worker is experiencing the negative side of this scenario, they could start comparing to other companies and start looking for other work.
also, in terms of mobility, if the job requires such (ie, working in the field vs. being in teh office) having up-to-date technology helps. be it a blackberry or walkie-talkie, a car to travel, etc is an issue. 1. is it available or not? 2. does it work efficiently/is it reliable? 3. do i have to pay for it or does the company? keeping the worker in touch with the office makes for a better employee cause they havent missed anything if theyre out the office or on vacation and need to be in touch.
so long story short, in extreme cases, bad technology can lead to higher turnover than desired. ive seen it happen. a broken photocopy machine for one afternoon can tear an office apart. imagine that happening once a week. people start getting frustrated, and that exponentially adds to the other problems of the company.

technology can make people more efficient and improve their productivity
but it can also make people less productive. take the internet for example. it helps immensely for getting information but people also waste alot of time on it...
